Humankind has built a digital ecosystem to assist and geographically extend its inter-human and human-machine exchanges. The digital ecosystem comprises all the digital bandwidth, computers, programmes, and information on earth and in space [ARCHITECTURE].

The digital ecosystem has three main layers:
- a physical (hardware) infrastructure (telecoms): it ensures plug to plug basic interconnectivity services using resource and time sharing protocols (E1, E3).
- a logical (software) superstructure (datacoms): it supports end to end value added interoperability services using packet-switch protocols (SS7 or TCP/IP).
- relational (brainware) metastructure (metacoms): it assists brain to brain/CPU extended interintelligibility services, using human languages as protocols.
The physical and logical layers under TCP/IP together make up the "network of the networks", in which one may refer to as the "mono-Interneto. The convergence of these three layers results in a multilingual, multitechnology, multilateral, multimodal, etc. "multi-Internet" architecture: the "networks of the network of the networks". In such an architecture, building blocks are uncoupled and can freely transition and develop independently, in turn permitting a permanent network development along with innovation.

The Multilingual Internet is the way that the digital ecosystem supports the linguasphere [LINGUASPHERE] and its language related tools and solutions. It is documented by the MLTF [MLTF] and supported in considering the four planes of the digital human exchanges:
- universalisation: a technical independence from languages that is usually obtained by using digital codes.
- lingualization: the support of a single language identified by language tags [BCP47] and [X-TAGS].
- globalization: the extension of the lingualized environment (internationalization) and ends (localization) in order to remove the barriers between the supported language and other languages.
- multilingualisation: a technically neutral equal localisation of lingualisation and globalisation for every language.
One of the important features of the Multilingual Internet is the multilingual support offered by the DNS [MDNS].

The MDRS (multilingual distributed referent system) is the technology independent distributed source of protocol parameters, information, and services that are necessary for the equal opportunity usage of the Multi-Internet and for the intergovernance of its relational spaces. These data include, for example, the network technical parameters (IPv4/v6, telephone and frequency numbering plans, DNS naming plan, linguistic registries, operating standards and tables, protocol parameters, FAQs, and information on their updates), information in order to use the network and its services (standards and tables, national standards, free software, metastructures, etc.), multilingual registries of the ontological forest available online, etc.

This memo introduces the documentation framework of the Multilingual Internet. It does this through a detailed description of the e-empowerment path of an entity of language diversity, (from an initial few local speakers state to the global deployment and governance in subsidiarity of its various relational spaces and its lingual network naming zone. This path description enables the introduction of step by step more detailed information and builds a language e-empowerment grid that one can use to evaluate, compare, and build upon the e-empowerment status of every language.
This grid will be part of the MDRS basic building block langroot registry system [LANGROOT]. One of the purposes of the langroot is to provide open multilingual information as well as an inter-language-code common crosswalk.

The World Summit on the Information Society made multilingualism a priority. This is a rather wide and new area, as humankind linguasphere counts at least 7,500 languages, and the world has 30,000 established linguistic entities. Moreover, each speaker actually has their own language (idiolect) and uses it in many different cultural, professional, emotional, economic, societal, historical, political, familial, etc. contexts. Each entity, person, and context may build a corresponding computable open ontology describing its own vision of the world [CORTEGES]. The forest of these ontologies is interlinked through the langroot in order to build linguistic environments.
This is why multilingualisation is an immense development field that will contribute to research and development in new areas such as architext tools, network architecture, extended intelligent services to the content [ONES], concept oriented compression, semantic and conceptual processing, etc. This is why it will shape a part of the world's future economy and sustainable development. It is expected that its open software, universal common good information [UCGI], and content oriented services will enableuniversal low cost deployment solutions.
